MANAGEMENT","bibliographic_titleLang":"en"}]}]},"item_3_description_18":{"attribute_name":"フォーマット","attribute_value_mlt":[{"subitem_description":"application/pdf","subitem_description_type":"Other"}]},"item_3_description_46":{"attribute_name":"資源タイプ","attribute_value_mlt":[{"subitem_description":"text","subitem_description_type":"Other"}]},"item_3_description_7":{"attribute_name":"抄録","attribute_value_mlt":[{"subitem_description":"本論考では、2008年春に立て続けに生起した「びわ湖ホールのオペラ制作費削減問題」や橋下徹大阪府知事の行財政改革「大阪維新」にともなう文化予算の削減問題を入り口として、地方自治体の文化政策のあり方について考察を加えた。財政難を理由として自治体の文化予算を削減しようとする考え方が今日の大勢であるのに対して、文化的価値の重要さを正面から訴え、文化が公共財であると強く主張するやり方では、多くの場合、双方の主張が平行線をたどるだけで最終的な説得力に欠ける。本稿では、文化人類学における所有のあり方を論じた松村圭一郎著「所有と分配の人類学」の成果を応用し、文化は市場財か公共財かという従来からの対立的な議論の構図から脱却するために、現代社会における「共同財としての文化／アート」という視点を導入した。さらに、アートの公共性を考えるための補助線として、従前から文化経済学において指摘されてきた正の外部性の存在に加え、アートによる複数の参照系の保障、文化圏が形成されることによる経済圏の視覚化などについての概念を提起し、これらを活用した注目すべき文化政策の事例を全国各地の取り組みの中からいくつか紹介した。このことにより、今後、地方自治体の文化政策において「共同財としてのアート」に注目し、これを積極的に活用することで「文化の自己決定性」を高め、文化振興とまちづくりのための施策とが持続的な好循環を作り出す可能性が高まることを示した。","subitem_description_type":"Abstract"}]},"item_3_full_name_2":{"attribute_name":"著者(ヨミ)","attribute_value_mlt":[{"nameIdentifiers":[{"nameIdentifier":"4919","nameIdentifierScheme":"WEKO"}],"names":[{"name":"ソタ,
