The surprising growth of this company was accompanied by problems of raising capital for railway construction or for the purchase of other companies. Such capital was raised mainly with bonds, some of which received a State guarantee of interest, and to some degree also by shares, the proportion of which tended decrease year by year. The Berg-Mark railway was a privately-owned but State-administered railway, as the company had to hand its administration over to the State due to financial difficulties. The particular form of this railway system, a compromise between a nationalized railway and a private one, caused the above-mentioned financing situation.
