Die Geschichte der preußischen Eisenbahnpolitik hat mit dem Privatbahnsystem begonnen. Nachdem die Verstaatlichungspläne von v. d. Heydt getreten sind, sind zwar sie mit dem Aufkommen der deutschen Freihandelspartei zurückgegangen, aber nach der Krise von 1873 ist der Staatsbahngedanke wieder aufgetreten. Der Staatsbahngedanke fand mehr Zustimmung bei den kleineren Staaten. Bereits vor der Gründung des Deutschen Reiches gab es in Deutschland Bestrebungen, die verschiedenen Einzelstaaten mit einen einheitlichen Eisenbahnnetz zu überziehen. Unter Führung von Bismarck unternahm Preußen den Versuch, seine Staatsbahnen dem Reich zum Kauf anzubieten.
